Ajman Emiri Decree No 8_2015 On The Establishment Of Ajman Media Free Zone

The given law is the Ajman Emiri Decree No. 8/2015, specifically focusing on the establishment of Ajman Media Free Zone. This decree is issued by Humaid Bin Rashid Al-Nuaimi, who is a Member of the Supreme Council and the Ruler of Ajman. The decree refers to the Ajman Emiri Decree No. 3/2010, which pertains to the Ajman Financial Audit Authority. The purpose of this decree is to establish Ajman Media Free Zone, which aims to position Ajman as a prominent media center in the Gulf and the Middle East. The free zone is designed to attract media production companies, tourism advertising and publicity companies, and promote the Emirate's tourism attractions and investment opportunities. Ajman Media Free Zone will operate as a separate entity with its own corporate responsibility and financial liability, independent from the Government of the Emirate. To manage and oversee the operations of Ajman Media Free Zone, a Board of Directors is established. The Board has various responsibilities, including approving general policies, strategic plans, and work systems of the Media Free Zone. They also have the authority to adopt by-laws for authorized activities within the free zone, establish the organizational structure, and regulate administrative procedures. The Board can approve regulations and financial systems, impose fees and fines, and determine the powers and duties of judicial officers. Additionally, they are responsible for approving marketing plans, annual budgets, and investment projects. The Chairman of the Board holds a leadership role and is accountable for the progress of the Media Free Zone and the implementation of policies. The decree also appoints a CEO who is responsible for the day-to-day operations of Ajman Media Free Zone. The CEO suggests organizational structures, plans, and regulations, supervises employees, prepares budgets and financial statements, and represents the free zone before third parties. The law further outlines the selection, appointment, and conditions of employment for employees of Ajman Media Free Zone. It allows for the establishment of various types of facilities within the free zone, such as sole proprietorships, limited liability companies, representative offices, or branches of foreign companies. Ajman Emiri Decree No. 8/2015 was published in the Official Gazette of the Government of Ajman in 2015. The Board of Directors serves a four-year term, renewable upon the Ruler's decision. The Chairman of the Board has the authority to invite consultants or experts to Board meetings for technical opinions. The CEO is appointed by an Emiri Decree issued by the Crown Prince of the Emirate. The law also emphasizes the importance of compliance with existing laws and regulations related to media work in the Emirate and the State.
