Ajman Emiri Decree No 5_2008 On The Establishment Of Ajman Speciality General Hospital

Ajman Emiri Decree No. 5/2008 establishes the Ajman Specialty General Hospital in the Emirate of Ajman. The hospital is owned by the government and has an independent juridical personality. It operates in coordination with the Municipality and Planning Department in Ajman. The hospital aims to provide specialized medical and health services to nationals and residents of Ajman, as well as offer practical training opportunities for medical students. The board of trustees, consisting of a chairman and appointed members, is responsible for overseeing the hospital's operations. The chairman and vice-chairman of the board are appointed by a resolution issued by the Ruler. The term of membership in the board is four years, which may be extended for similar term(s) by virtue of a resolution issued by the Ruler. The board has various jurisdictions, including setting the general policy of the hospital, approving annual plans and agendas, developing the hospital in coordination with the medical zone in Ajman, and approving the hospital's budget. The board also appoints the director general and higher management staff, determines medical and health service fees, and approves contracts and agreements. The chairman of the board has specific jurisdictions, such as representing the hospital in dealings with third parties, presiding over board sessions, settling summary matters, and carrying out tasks entrusted by the Ruler or the board. The board convenes regularly, and resolutions are issued by majority vote, with the president of the session having the casting vote in case of equality. The director general of the hospital attends board meetings without voting rights. The hospital has an executive administration responsible for managing the technical, administrative, and financial affairs. The fiscal year of the hospital starts on a date determined by the chairman and ends on December 31st. The hospital's financial resources include government allocations, previous year's budget balance, revenues from medical services, and grants or donations approved by the board. These funds must be used for their allocated purposes and are considered public funds. The hospital is exempt from taxes, fees, and customs fees on imports. It coordinates with the Ministry of Health and the Medical Zone in Ajman on technical matters, including attracting medical qualifications and dealing with medicines and medical certificates. The decree was published in the Official Gazette of the Government of Ajman in 2008.
