Ajman Emiri Decree No 13_2016 On The Imposition Of The Innovation Fee

The given law, Ajman Emiri Decree No. 13/2016, as amended by Ajman Emiri Decree No. 15/2017, imposes an "Innovation Fee" in the Emirate of Ajman. The law aims to promote innovation and development in the Emirate by encouraging individuals and community institutions to participate in various scientific fields. The law is based on the Federal Law No. 1/2011 on Federal Government Revenues and Ajman Emiri Decree No. 11/2011 on Ajman Government Financial Law. The law defines various terms, including Emirate (referring to Ajman), Government (referring to the government of Ajman), Department (referring to the Department of Finance in Ajman), Chairman (referring to the Chairman of the Department of Finance), Government Entity (referring to any government department, authority, or local public institution), and Transaction (referring to any service or other transaction provided by a Government Entity to the public). According to the law, all Government Entities in Ajman are required to collect an "Innovation Fee" of AED 10 per Transaction, in addition to any prescribed fees and fines. The collected fees are to be transferred to the Public Treasury. However, there are certain transactions that are exempt from the Innovation Fee. These include transactions with prescribed fees and fines less than AED 50, transactions related to treatment and other medical services in government hospitals or medical centers, and transactions related to all services of Ajman Chamber of Commerce and Industry. The Department of Finance, in coordination with the Government Entities, is responsible for setting up the necessary systems and procedures to ensure the smooth and efficient collection of the Innovation Fee. All Government Entities are required to implement the provisions of this law and provide the Department of Finance with a statement including the details and data of the transactions subject to the Innovation Fee. The law was issued by Humaid Bin Rashid Al-Nuaimi, the Ruler of Ajman, and was signed on November 30, 2016. It was published in the Official Gazette of the Government of Ajman in 2016.
