Ajman Administrative Decision No 5_2006 On The Construction Regulation And Conditions In The Emirate Of Ajman
Ajman Administrative Decision No. 5/2006 on the Construction Regulation and Conditions in the Emirate of Ajman, issued by Chairman Rashid bin Humaid Al Nuaimi of the Municipality and Planning Department, provides regulations and conditions for urban planning in Ajman. The law covers various aspects, including educational facilities, health services buildings, entertainment centers, gas stations, hotels, government and administrative buildings, industrial entities, workers' houses, mosques, and commercial centers. The law sets limitations on the height and number of floors for multi-storey buildings based on plot size and street width. It also establishes setbacks from neighboring buildings, with different requirements based on the number of floors. Minimum plot sizes, distances between educational facilities, and specific requirements for fences, playgrounds, and yards are outlined for educational facilities. For health services buildings, the law designates specific regions, emphasizes suitable locations away from noise and pollution sources, and sets minimum street widths and distances from gas stations. It also outlines minimum area requirements, safety considerations, and ventilation standards. Entertainment centers are restricted to designated regions, with minimum area requirements and emphasis on suitable locations, fenced and landscaped environments, multiple exits, and provision of empty spaces for walking or sitting. Animal shelters within the centers are prohibited. Gas stations are also restricted to designated regions, with limitations on height, requirements for workers' rooms and public toilets, and specifications for drainage, water purification, and entrance/exit plans. Hotels are allowed in commercial regions with limitations on height and setbacks, and consent from the Department of Tourism is required. Side entrances are permitted for specific purposes. Government and administrative buildings are designated to specific regions, with limitations on height and setbacks, and consent and designs from competent entities are required. Industrial entities are allowed in designated regions, with limitations on height and setbacks. The law specifies floor area ratios based on plot size and allows the construction of ground floors and mezzanine floors within warehouses and industrial establishments. It also outlines requirements for entrances, parking lots, natural ventilation, and lighting. The law also addresses the construction of workers' houses, specifying limitations on area, setbacks, height, and construction sequence. It prohibits the opening of workers' house doors onto streets and railways. For commercial centers, the law designates specific regions, requires comprehensive studies for non-commercially designated lands, and sets requirements for location, separation from risk-causing establishments, entry and exit movements, length of land facade, provision of service roads, loading and unloading places, and use of basement floors. Mosques are allowed in designated regions, with approval from the Mosques Specifications Committee. Sharia'a considerations, site selection, yard provision, floor materials, capacity, dwelling construction for imams and muezzins, and toilet placement are addressed. Educational buildings are allowed in designated regions with consent from the Ministry of Education. They must adhere to international standards and the conditions of the Ministry of Education. Location requirements include being on two streets, a minimum street width, and a distance from gas stations. The law concludes by stating that the Director General of the Municipality and Planning Department will issue necessary regulations and decisions for the implementation of the law. It was published in the Official Gazette of the Emirate of Ajman and came into effect two weeks after signing on September 26, 2006.
